If you are having trouble accessing your state's voting website and ballot download feature, it's possible you're experiencing what many overseas voters experience: You are being blocked due to states increasing their security on traffic from other countries.
It is sometimes possible to circumvent the block by using a Virtual Private Network (VPN) to mask your location. However, this does require installing a VPN on your browser, and this is not free.
Before trying this, contact your local elections official (look up your local election official here) and explain to them that their website security is blocking you. If they do not have a resolution, ask them to send you a ballot by email attachment instead.
If all else fails, the Federal Write-in Absentee Ballot (FWAB) can be used as an emergency ballot.
