There are a few reasons why this might be happening.
1. Did you leave your computer for longer than 5 minutes at any point during the voter registration/ballot request process before clicking the "Download" button? If so, the system timed out. This is for security purposes; because you are entering confidential information, we delete it and close the session automatically if you leave it sitting for longer than 5 minutes. Unfortunately, this is a necessary inconvenience.
If this is the case, you will have to start your voter registration/ballot request process again, and continue to the end without leaving your session for longer than 5 minutes. Go to the Register to Vote/Absentee Ballot page to begin the process again.
2. Did nothing happen when you clicked the "Download" button? It's possible the form was downloaded and stored on your computer, and you just need to locate it. We recommend that you check your downloads folder and do a file search for a document that would have your state's abbreviation in the first 2 letters of the file name.
Example for a voter whose voting jurisdiction state is New Jersey:
NJ-Voter-Registration_Absentee-Ballot-Request(FPCA)-2016.pdf – notice the “NJ” at the beginning of the file name.
3. If you still can't get through to the final screen and successfully download your form, and especially if you receive an error message, please submit a report to the Voter Help Desk for assistance. Be sure to complete all fields and to indicate the following:
The type of computer and browser you are using.
Which state in the U.S. you are trying to register in.
If you get an error message, please tell us exactly what the error message says.
It is helpful if you send us your phone number and country/time zone when you report a technical problem as we may need to contact you if email is insufficient.
If you can attach a screenshot to your report, that would be very helpful!
