Federal Post Card Application (FPCA)

The official federal government name given to the voter registration form used by voters eligible to vote under the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA). The same form is used for ballot requests and change-of-address requests.

Although it is no longer on printed cardstock, the form was formerly an actual "postcard" and the federal agency in charge of voting, the Federal Voting Assistance Program, continues to use the term "FPCA." Do not be confused by this terminology.

U.S. Vote Foundation generally refers to the FPCA form in terms of its intended use and function: voter registration/ballot request form. They are one and the same.
